KETCHAM HOSE COMPANY INC. <br />Post Office Box 706 <br />Dover Plains, New York <br />12522 <br />Upon review of the above referenced project we offer the following comments and concerns which will <br />result in a negative impact that will need to be mitigated during the SEQR process: <br />01) Fire Department calls will increase dramatically which will result in an increased demand on the <br />volunteer fire service in the Town of Dover. <br />02) Ambulance Service calls will increase dramatically which will result in an increased demand on the <br />paid (NDP) and volunteer (J.H. Ketcham Hose Co.) ambulance service in the Town of Dover. The <br />former Harlem Valley Psychiatric Center was self-sufficient and operated an on-site Hospital with full- <br />time doctors and nursing staff that directly attended to the needs of the residents living on facility <br />grounds. <br />03) Fire and ambulance service may not be adequate for the increased call volume and may require <br />additional fire and ambulance apparatus and equipment with additional paid staff to meet the needs of <br />the proposed project. <br />04) The fire department has not received adequate information and the necessary documentation that shows <br />the total amount of students and staff that will be living on the proposed campus at the Olivet Center. <br />The J.H. Ketcham Hose Co. also reserves the right to make additional comments as this project moves <br />forward. We are also in the process of scheduling a meeting with Olivet (Rennia Engineering Design), <br />New York State Department of State, and the J.H. Ketcham Hose Co. for further review of the proposed <br />project. <br />Also, the former Harlem Valley Psychiatric Center was self-sufficient and maintained a full-time paid <br />Safety Department that operated several patrol cars, a fire truck, and ambulance that responded to all <br />emergency incidents on facility grounds. They also maintained all emergency equipment which <br />included testing and flushing hydrants annually, maintained all fire alarm systems and standpipe <br />systems, and serviced fire extinguishers throughout the facility. <br />If you have any questions concerning this matter feel free to give me a call.
