Planning Board, Town of Dover
Re: Referral # 15-479, Olivet Center Phase 1, Site Plan/Special Permit
Parcel: 7159-00-162702 and -065920, South Road (NY Route 9)
No. 7922 P; s 2
EOIN WRAFTER, AICP
COMMISSIONER
The Dutchess County Department of Planning & Development has reviewed the subject referral within
- -the framework of.General:Municipal. Law..(Acticle.1213,•Sections 239-1 and .239-m).
ACTION
The applicant seeks site plan and special permit approval to redevelop the portion of the former Harlem
Valley Psychiatric Center located on the east side of NY 22 (514 acres). Olivet Center will encompass
college education, research & development businesses, office space and a private school (pre-
kindergarten through 12'h grades). Full build out is projected to consist of nine phases. Phase 1
redevelopment focuses on the Hutchinson Avenue spine of the campus.
COMMENTS
The proposed project is laudable for adaptively reusing buildings throughout the campus of the former
Psychiatric Center. The planned college use is well-suited to leverage the existing layout and assets of
the campus, and we are pleased that Phase 1 will reactivate much of the campus' central spine.
Since it is expected that a notable number of visitors to the campus will arrive by train, we suggest that
the applicant work with NYS Department of Transportation, Metro North railroad, and other
stakeholders to ensure high quality, safe pedestrian access across NY 22.
RECOMMENDATION
The Department recommends that the Board rely upon its own study of the facts in the case with due
consideration of the above comments-
Eoin Wrafter, AICP
Commissioner
By
Brian Kehoe, AICP
Planner
27 High Street, Poughkeepsie, New York 12601 • (845) 486-3600 • Fax (845) 486-3610
www.dutchessny.gov
