Planning Board, Town of Dover <br />Re: Referral # 15-479, Olivet Center Phase 1, Site Plan/Special Permit <br />Parcel: 7159-00-162702 and -065920, South Road (NY Route 9) <br />No. 7922 P; s 2 <br />EOIN WRAFTER, AICP <br />COMMISSIONER <br />The Dutchess County Department of Planning & Development has reviewed the subject referral within <br />- -the framework of.General:Municipal. Law..(Acticle.1213,•Sections 239-1 and .239-m). <br />ACTION <br />The applicant seeks site plan and special permit approval to redevelop the portion of the former Harlem <br />Valley Psychiatric Center located on the east side of NY 22 (514 acres). Olivet Center will encompass <br />college education, research & development businesses, office space and a private school (pre- <br />kindergarten through 12'h grades). Full build out is projected to consist of nine phases. Phase 1 <br />redevelopment focuses on the Hutchinson Avenue spine of the campus. <br />COMMENTS <br />The proposed project is laudable for adaptively reusing buildings throughout the campus of the former <br />Psychiatric Center. The planned college use is well-suited to leverage the existing layout and assets of <br />the campus, and we are pleased that Phase 1 will reactivate much of the campus' central spine. <br />Since it is expected that a notable number of visitors to the campus will arrive by train, we suggest that <br />the applicant work with NYS Department of Transportation, Metro North railroad, and other <br />stakeholders to ensure high quality, safe pedestrian access across NY 22. <br />RECOMMENDATION <br />The Department recommends that the Board rely upon its own study of the facts in the case with due <br />consideration of the above comments- <br />Eoin Wrafter, AICP <br />Commissioner <br />By <br />Brian Kehoe, AICP <br />Planner <br />27 High Street, Poughkeepsie, New York 12601 • (845) 486-3600 • Fax (845) 486-3610 <br />www.dutchessny.gov <br />
