Olivet anticipates <br />that the University will be built out in nine phases. <br />The State Environmental Quality Review Act ("SEQRA") recognizes that actions <br />commonly consist of a set of activities or steps and requires that the entire set of activities or <br />steps be considered during the environmental review process. The Planning Board must consider <br />the full build -out of the Olivet University Campus before considering approval for proposed <br />Phase 1. <br />The following is a list of issues that must be considered by the Planning Board as part of <br />its SEQRA review of the full build -out of the University and Phase I site plan, special permit and <br />erosion and sediment control permit approval. <br />1. Use of the University campus <br />a. What are the individual uses proposed for Phase 1 ? Do they all fall under the <br />category of education? If not, permitted uses must be identified. <br />i. Who will own the business incubator buildings? <br />ii. Consider whether location of business incubator buildings impacts <br />assessment issues. <br />b.
