Full Environmental Assessment Form Part I - Project and Setting Instructions for Completing Part 1 Part 1 is to be completed by the applicant or project sponsor. Responses become part of the application for approval or funding, are subject to public review, and may be subject to further verification. Complete Part I based on information currently available. If additional research or investigation would be needed to fully respond to any item, please answer as thoroughly as possible based on current information; indicate whether missing information does not exist, or is not reasonably available to the sponsor; and, when possible, generally describe work or studies which would be necessary to update or fully develop that information. Applicants/sponsors must complete all items in Sections A & B. In Sections C, D & E, most items contain an initial question that must be answered either "Yes" or "No". If the answer to the initial question is "Yes", complete the sub -questions that follow. If the answer to the initial question is "No", proceed to the next question. Section F allows the project sponsor to identify and attach any additional information. Tax parcels 7159-00-162702, 7159-00-065920 Brief Description of Proposed Action (include purpose or need): The Proposed Action is the redevelopment of the former Harlem Valley Psychiatric Center site, east of Route 22 into Olivet Center, a college campus for Olivet University. The full build for Olivet Center outlines the short and long term program for the site. Proposed uses on the campus will include typical educational uses such as classrooms, offices, dormitories, kitchen and dining facilities, assembly spaces, recreation, and student and staff amenities. The campus will also host research and development businesses, space for partner organizations, and a pre -kindergarten to grade 12 private school. Most of the currently vacant buildings on the site will be rehabilitated, although some buildings will be demolished and rebuilt in-kind where rehabilitation is not feasible. Access to the site will remain at the current access at NYS Route 22 and Wheeler Road. Redevelopment of the site will occur in phases to allow steady growth of the proposed educational uses over time. As Olivet Center grows, it will construct additional buildings on the site for use as additional dormitories. These new buildings will be constructed in a previously disturbed area where feasible. Impacts to existing environmentally sensitive areas, including wetlands, a reservoir, forests and steep slopes, are anticipated to be minimal because all reconstruction and most new construction is proposed in previously developed areas. Phase One redevelopment focuses on Hutchinson Avenue and on establishment of Olivet Center in the region. It follows a logical development of utilities and incorporates two of the buildings that do not need extensive rehabilitation (Bethany House and Immanuel Chapel).
