Land Use Application, dated 6/1/15 <br />2. Environmental Assessment (including Full EAF), dated 9/3/2015 <br />3. Olivet Center — Phase 1 Preliminary Site Plan Review drawings, dated 9/3/2015 <br />4. Planning Board Presentations dated 9/21/2015, 11/16/2015, 12/7/2015, and 1/4/2016 <br />The Applicant, Olivet Management, proposes to adaptively re -use the former Harlem Valley Psychiatric <br />Center (HVPC) into a "fully functioning university campus with educational facilities, research and <br />development business incubators, and partner organizations." In addition to adaptive re -use of certain <br />existing structures, Olivet Management proposes demolition of other structures and new construction <br />within the overall campus. Full occupancy of the site is anticipated in nine (9) phases, and all nine (9) <br />phases are analyzed as part of the Environmental Assessment. The Site Plan application submitted by <br />Olivet Management is applicable to Phase 1 only. <br />The proposed project is considered a "Major Project" as it exceeds one or more of the criteria at <br />§ 145.60(C)(1) of the Town of Dover Zoning Code. At this time, the application is not complete as it lacks <br />one or more required items enumerated in §145-65.13, including, but not limited to, a landscape plan, <br />representative building elevations where exterior modifications are considered, sign plan, and a lighting <br />plan. In addition, as noted below, the Planning Board should request additional information to assist the <br />Board in reviewing the application for consistency with the Site Plan approval criteria in § 145-65.D. <br />This memorandum summarizes AKRF's review of the submitted materials and includes comments <br />provided by Planning Board metnbers, the Planning Board Engineer, and Planning Board Attorney, <br />including any comments made during the Planning Board meetings of September 21, 2015, November 16, <br />2015, December 7, 2015, January 4, 2016, and February 1, 2016.
