A <br />Town of Dover Planning Board 2 <br />General Comments <br />9, 2016 <br />The Environmental Assessment (EA) includes Section 5 describing "Full -Build Impacts" and Section 6 <br />describing "Phase 1 Impacts." These sections should be combined to facilitate the reader's understanding <br />of how occupancy of the project site will change over time and when impacts would be anticipated to <br />occur. <br />Statement of Use <br />Section 3 of the EA (pages 3 to 11) provides a summary of "Proposed Redevelopment." This section of <br />the EA (and the Application) should be revised to address the following questions/comments: <br />1. What entity will own the campus and how much of the space would be occupied by any entity that <br />may seek not-for-profit (tax exempt) status. How will occupancy by not-for-profit entities change <br />over time. What types of "Partner Organizations" are being considered and what would be their <br />relationship to Olivet Management or Olivet University? <br />2. What NYS Education Department limitations are in place under the "Permission to Operate" the <br />Master of Divinity program (e.g., program starting in 2016 with up to 50 students in 7 classes). <br />3. What type of activity will occur in buildings identified as "incubator" spaces. <br />4. The color -coded table provided at the November 17, 2015 Planning Board meeting entitled "Olivet <br />Center Building by Phase Summary" showing building footprint and total size as well as occupant <br />capacity (based on NYS Building Code) should be updated as discussed at the November 17, 2015 <br />Planning Board meeting and included in place of Table 1 on pages 5 and 6 of the EA. This table <br />should indicate which buildings are to be rehabilitated (no significant changes to foundations or <br />framing), enlarged (new foundations and framing with existing foundation and framing to be <br />rehabilitated), reconstructed (entirely new or substantial modifications to foundations and framing), <br />or new construction. <br />Additional detail on the proposed recreational elements of the campus should be provided. <br />Information should include whether the recreational fields would be illuminated for night activities, <br />whether the old track will be rehabilitated, and whether Olivet would make recreational facilities <br />available to outside users or the general public. The Applicant should provide additional information <br />to understand the potential demand for recreational facilities and services of proposed Olivet Center <br />users and whether the on-site facilities will be sufficient to accommodate that demand. <br />Consistency with Community Plans <br />Section 5.1 of the EA (pages 12 to 14) provides a summary of potential impacts to land use, zoning, the <br />Town's Master Plan, and demographics. This section of the EA (and the Application) should be revised to <br />address the following questions/comments: <br />6. Table 1 on page 5 should include the applicable Zoning District for each building. (See Item 4, <br />above, under "Statement of Use.") <br />7. Table 2 on page 14 should be revised to show how the projected site population would increase from <br />anticipated population at Phase 1 (see Table 6) to full build -out. Table 2 should provide sub -totals for <br />daily population (non-resident students, staff, and partner organization staff) and resident population. <br />8. Will married student housing be provided? <br />9. At what point in time will new dormitories likely be required? <br />
