Town of Dover Planning Board 2 February 5, 2018 <br /> <br />improvements include accommodations for overnight guests and staff, including approximately 25 year <br />round cabins, approximately 40 seasonal tent sites, event space, and other site improvements. The <br />Applicant has presented the proposed use as a “Camp Type 1” and a “Country inn/conference center.” <br />Both uses require a special permit from the Planning Board. <br />COMMENTS <br />The application is incomplete. The following is a preliminary list of information required to review and <br />advise the Planning Board on matters related to SEQRA, Special Permit, and Site Plan approval. <br />SEQRA <br />1. Per 6 CRR-NY 617.5(c)(3), “Agricultural farm management practices, including construction, <br />maintenance and repair of farm buildings and structures, and land use changes consistent with <br />generally accepted principles of farming;” are classified as Type II actions under SEQRA and are <br />therefore exempt from further environmental review. However, the farm stay and event operations do <br />not meet the definition of agriculture, and therefore would be subject to SEQRA if it exceeds the <br />Type II thresholds. <br />2. The proposed project is located within a New York State Agricultural District (DUTC023). As per 6 <br />CRR-NY 614.4(b)(8) a nonagricultural use occurring within an agricultural district that exceeds 25 <br />percent of any threshold established under 6 CRR-NY 614.4 would be considered a Type I under <br />SEQRA. Additional information is needed to determine whether or not the project meets the Type I <br />threshold, including: <br />a. A detailed description of the proposed number of dwelling units, cabins, and various <br />accommodations and a description of their utilities (i.e. bathrooms, kitchens, etc.) and <br />seasonal occupancy. The purpose of this analysis is to determine whether or not the <br />proposed project would exceed the threshold of 6 CRR-NY 6174.4(b)(5)(ii) <br />b. The total acreage of disturbance (2.5 acres of disturbance would exceed the 25% <br />threshold of 6 CRR-NY 6174.4(b)(6)(i). <br />3. Given the potential for this to be classified as a Type I Action, it is recommended that a full <br />Environmental Assessment Form (EAF) be provided. It is also recommended that the New York <br />State Natural Heritage Program [NHP] be contacted to assess the potential for threatened and <br />endangered species to exist on the project site. <br />MASTER PLAN <br />1. A Special Permit for a Camp Type I requires the preparation of a “Master Plan.” Per §145-45-E(1), <br />as Master Plan should include the following information. Where the information has been provided, <br />it is noted: <br />a. Open space system (provided) <br />b. Site access and road layouts (provided) <br />c. Proposed buildings including their uses, footprint, height and total square footage <br />d. Proposed accessory facilities (provided) <br />e. Proposed activity areas (provided) <br />f. Proposed utilities including water supply and wastewater disposal <br />g. Phasing plan if the project is to be built in phases <br />h. Large event management plan if gatherings in excess of 500 people are anticipated <br />(§145-45-F). If gatherings of this size are not anticipated, a condition of the Special <br />Permit may be a cap on the total number of guests.
