A Master Plan has been prepared as required by the Special Permit for a Camp Type I use, <br />the included Master Plan includes the following information: <br />a. Open space. <br />b. Site access and road layouts. <br />c. Proposed buildings including their uses, footprint. <br />d. Proposed accessory facilities. <br />e. Proposed activity areas. <br />A phasing plan will be provided with the site plan drawings. <br />No gatherings in excess of 500 people are anticipated therefore a large event management <br />plan is not required. <br />2. The master plan identifies the Ten Mile River and the Deuel Hollow Brook which are regulated <br />by the Scream Corridor Overlay District. <br />3. The Site Plan will include a bulk table to verify adherence to the Town Code Density and <br />Dimensional Regulations and parking needs. <br />4. The Site Plan will contain an Erosion and Sediment Control Plan and a SWPPP will be <br />prepared according to NYSDEC regulations and Chapter 65 requirements. <br />OTHER COMMENTS <br />The southern two parcels included in the Master Plan are subject to a conservation easement <br />held by the Duchess Land Conservancy. Any work taking place in those parcels will be <br />subject to the terms with that easement. The project have and will work closely with the <br />Duchess Land Conservancy to ensure this is the case. <br />Below please find a response to the AKRF comment memorandum dated March 5, 2018 <br />1. The various overnight accommodations will include ±25 cabins and ±40 seasonal tent sites. <br />2. The traffic consultant is preparing a traffic impact analysis, once available it will be provided. <br />3. An application has been made to have the northernmost parcel incorporated into the New <br />York State Agricultural District. <br />4. Copies of all correspondence with United States Army Corps of Engineers and the New York <br />State Department of Environmental Conservation will continue to be sent to the planning <br />board via email. <br />5. A phasing plan will be provided with the site plan drawings. <br />6. All of the cabins will be located outside of the 100 -foot setback of the Ten Mile River as <br />required for principal structures located in the Stream Corridor Overlay District. <br />7. The Site Plan will include pedestrian and vehicular wayfinding for those areas where <br />pedestrians may be crossing Old Forge Road. <br />8. The owner will provide a dry hydrant in one of the onsite ponds for fire protection.
