Town of Dover Planning Board 2 June 1, 2018 <br /> <br />COMMENTS – 5/9/18 RESUBMISSION <br />The following comments in italics are recited from AKRF’s March 5, 2018 memo to the Planning Board, <br />which was prepared following the February 22, 2018 site walk. Applicant responses provided to the <br />Planning Board on 5/9/18, as well as any new or follow-up comments are presented in bold. <br />1. The Applicant indicated that the facility would be operated year round, and would host <br />approximately 120 people overnight. As noted in AKRF’s earlier memorandum, additional <br />information regarding the various overnight accommodations is required. <br />As stated in the 5/9/18 letter to the Planning Board, the various overnight accommodations <br />would include the approximately 25 cabins and approximately 40 seasonal tent sites proposed. <br />However, additional information regarding how the number of overnight guests <br />(approximately 120) was calculated has not been provided. The Applicant should provide an <br />approximate guest breakdown based on occupancy limits for cabins and tent sites, or any other <br />anticipated rules to be enforced by the operators of the project. <br />2. The Applicant indicated that they have retained a traffic consultant who is preparing a traffic impact <br />analysis. AKRF recommended that in addition to using Institute of Transportation Engineer (ITE) <br />trip generation rates, that case studies from similar sites in the Hudson Valley Region be considered. <br />The Applicant indicated that they anticipate visitors would travel to the site by car, or by Metro - <br />North and a shuttle operated by the Applicant. <br />The Applicant has retained a traffic consultant and preparation of a traffic impact analysis is <br />currently in process. The Applicant should provide the full report to the Planning Board when <br />available. <br />3. Most of the project site is located within the New York State Agricultur al District, with the exception <br />of the northernmost parcel. The Applicant has applied to place this parcel in the Agricultural <br />District. A decision is anticipated in April 2018. <br />An application has been made to have the northernmost parcel incorporated into the New <br />York State Agricultural District. A decision is still pending. <br />4. The Applicant should provide a copy of all of the correspondence with United States Army Corps of <br />Engineers (USACE) and New York State Department of Environmental Conservation (NYSDEC) to <br />the Planning Board. <br />Copies of the requested correspondence should continue to be sent to the Planning Board. <br />5. As part of the Master Plan, the Applicant should provide a phasing plan that provides a breakdown <br />of the various components and their anticipated implementation schedule. <br />As stated in the 5/9/18 letter to the Planning Board, the Applicant intends to provide a phasing <br />plan with the site plan drawings rather than with the Master Plan. Per §145-45-E(1) of the <br />Town Code, a phasing plan is listed among the minimum requirements of a master <br />development plan for a Camp, Type 1 use. Details on project phasing are also necessary to <br />assist the Planning Board in making a determination of significance under SEQRA, since the <br />phased buildout of the proposed project in its entirety, as conceptualized through the Master <br />Plan, is intended to be the subject of the environmental review. The Applicant should provide <br />the phasing plan as part of a future Master Plan submission. <br />6. It was noted on the site walk that some of the proposed cabins are located in close proximity to the <br />Ten Mile River. The Applicant should verify that the proposed location is outside of the stream <br />buffer. <br />As stated in the 5/9/18 letter to the Planning Board, all of the proposed cabins will be located <br />outside of the 100-foot setback of the Ten Mile River, as required for principal structures <br />located in the Stream Corridor Overlay District. The Applicant should illustrate this
